Regulations prohibit FDA employees from holding financial interests in any FDA "significantly regulated organization" and the FDA says it takes conflicts of interest seriously, but Peter Doshi, senior editor at The BMJ, finds that financial interests with the drug industry are common among its leaders. Doshi reports that nine of the FDA's past 10 commissioners went on to work for the drug industry or serve on the board of directors of a drug company. That includes Margaret Hamburg, who led FDA between 2009 and 2015, but whose story is less well known. Like her colleagues, Margaret Hamburg h

Bakersfield Doctor, With Prior History, Among 25 Penalized By California Medical Board

BAKERSFIELD, Calif. (KBAK/KBFX) — The Medical Board of California announced that 25 doctors in the state have been disciplined, including one in Bakersfield with a history of having his license on probation, his office raided by state insurance investigators, and allegedly being the OB-GYN who approved pain medication that was administered to a pregnant woman before she died in 2020, while on probation.

Jason Paul Helliwell was placed on five years probation with various terms and conditions in February.

Records show Helliwell's address was recorded at the Advanced Women's Health Center on Brimhall Road. The Advance Women's Health Center website listed Helliwell as an OB-GYN.

The board said Helliwell was charged with gross negligence, repeated negligent acts, and failure to maintain adequate and accurate medical records in the care and treatment of three patients.

The board said some of the requirements Helliwell must complete include a medical record keeping course and an ethics course, obtain a billing monitor; prohibited from owning or operating a laboratory testing service, submit proof of notification of Decision and Accusation to required parties, and reimburse the Board its costs of investigation and enforcement in the amount of $45,000.

In 2018, he was disciplined by the state medical board after he was accused of gross negligence and sexual misconduct in 2013.

Two women complained about negligent care with breast augmentation surgery in 2013. In the document, the doctor is also accused of having an ongoing sexual relationship with one of the women while she was under his care. Helliwell is also accused of paying the woman for sex.

Helliwell had his physician's and surgeon's certificate revoked, though the state board said the revocation was stayed, and Helliwell was placed on 42 months of probation that was to end in April 2022.

Investigators seized computers and other records from the office of Dr. Jason Helliwell, an OB/GYN and cosmetic surgeon at the "Advanced Women's Health" office.

In 2020, Dr. Jason Paul Helliwell, who was, according to the Bakersfield family, Sabrina De La Rosa's OB-GYN, approved pain medication that was administered to De La Rosa before she died.

Eyewitness spoke to the family four years later about Helliwell's repeated suspension. Monica De la Rosa, Sabrina's mother, said Helliwell's actions are not a mistake, and are premeditated.

He's an imposter who preys on specific populations in this county. Especially low income women, women of color.

De La Rosa was pregnant and died while at Memorial Hospital during labor. The family said she was admitted and given a large dose of fentanyl for pain and a short time later she went unresponsive.

The fog is lifting from my grief to where I am able to now think more clearly," De La Rosa said, "I'm going to do whatever it takes to make sure that there's a change here in Bakersfield, California and across the board.
